Santo Domingo de Guzmán, Dominican Republic — Javier Cárdenas-Moreno, President and CEO of Rhino Equipment, extends his congratulations to Víctor “Ito” Bisonó following his appointment as the new Minister of Foreign Affairs of the Dominican Republic.
Bisonó officially assumed his responsibilities at the Ministry of Foreign Affairs of the Dominican Republic (MIREX) after being sworn into office by Vice President Raquel Peña, in accordance with Decree No. 554-26, through which President Luis Abinader appointed him to lead the country’s foreign policy institution.
Cárdenas-Moreno expressed his recognition of Bisonó’s extensive career in public service and his experience in government, legislative affairs, economic development, and international relations.

His professional trajectory includes leadership positions in the Dominican government, as well as nearly two decades of legislative experience.

Víctor Bisonó Begins His Responsibilities at MIREX
Following his swearing-in ceremony, Bisonó traveled to the headquarters of the Ministry of Foreign Affairs, where he held a working meeting with Roberto Álvarez, who served as Foreign Minister until Sunday.
The meeting formed part of the institutional transition process and focused on ensuring continuity in the work of the Dominican Foreign Ministry.
During the meeting, both officials exchanged information regarding key areas of Dominican foreign policy, ongoing initiatives, and matters currently under the responsibility of the Ministry.
The transition meeting was also attended by several deputy foreign ministers and senior officials, including Rubén Silié, Francisco Caraballo, Hugo F. Rivera, Opinio Díaz, and Celinés Toribio, as well as other directors and representatives of the institution.
A Career Built on Public Service
Víctor “Ito” Bisonó arrives at the Ministry of Foreign Affairs with more than 30 years of experience in public service.
Prior to his appointment as Foreign Minister, Bisonó served as Minister of Housing, Habitat and Buildings, where he was responsible for policies and initiatives related to housing and infrastructure.
He previously served as Minister of Industry, Commerce and MSMEs, a position that placed him at the center of policies related to economic development, entrepreneurship, trade, and the growth of small and medium-sized businesses in the Dominican Republic.
Bisonó also has an extensive legislative career. He served for 18 years as a member of the Dominican Congress, having been elected on four occasions as a representative of the National District.
His combination of executive and legislative experience provides him with a comprehensive perspective on public policy and national development as he assumes leadership of the country’s foreign affairs portfolio.
Strengthening International Relations
As Minister of Foreign Affairs, Bisonó will play a central role in representing the Dominican Republic internationally and in strengthening the country’s diplomatic, economic, and institutional relationships with governments and international organizations.
